Britain and America have agreed to a key commercial pact that will guarantee no duties on UK medicine exports entering the US market.

Key Provisions of the Pact

In exchange for the tariff guarantee, the UK has committed to boost funding on pharmaceuticals through the National Health Service (NHS). This pledge secures that import taxes on these crucial goods will remain at zero for a timeframe of 36 months.

This deal is in response to recent threats to significantly raise tariffs on patented drug products, with increases discussed reaching one hundred percent.

"This arrangement with the UK bolsters the international landscape for new treatments and introduces long-overdue balance to transatlantic drug exports," an announcement said.

Commercial Impact

Medicines are one of the Britain's biggest exports to the US, which is easily the primary buyer for leading companies like GSK and AstraZeneca.

Trade data reveal that in the year leading up to last September, the UK shipped pharmaceutical products worth £11.1bn to the US. This figure accounted for 17.4% of British export trade in that timeframe.

"This agreement secures work, boosts funding and paves the way for the UK to become a global hub for biotech and pharma," the Business and Trade Secretary commented.

Detailed UK Commitments

The agreement includes several key changes from the British government:

  • Higher Cost Ceiling: The UK will raise the price threshold at which it considers new therapies to be unaffordable by twenty-five percent.
  • Boosted Medicine Funding: There is a goal to raise overall health service expenditure on drugs from 0.3% of GDP to 0.6% over the next decade.
  • Rebate Cap: The percentage pharmaceutical firms must pay back to the NHS to stay within budget will be limited at fifteen percent. Last year, repayments exceeded twenty percent.

Industry Background

The deal follows a ongoing row between the sector and the ministers over medicine costs and NHS adoption.

The disagreement were heightened by claims that American consumers were paying several times more for the same drugs than people in the UK and Europe.

Over the last 18 months, several large drug company projects in the UK have been delayed or cancelled, while substantial investments have been pledged toward projects in the United States.

A senior figure stated that the NHS had to spend more on medicines, noting that its spending on drugs had declined as a share of its overall budget over the previous ten-year period.
